Consultation to help choose Public Art for Whitecliffe Entrances

Consultation Ends Wednesday 30 September 2020

Groundwork South is working on behalf of Henley Camland to source top quality public artists to design the public art proposals at Whitecliffe. We place a high priority on ensuring local people’s views are part of the selection of the Public Art; and we are excited to now present to you three shortlisted proposals for the Whitecliffe Entrances locations.  

These two prominent locations are the space around Southfleet Rd roundabout, and the space around the new Hedge Lane roundabout, opposite Bluewater.  Under the overall Whitecliffe Public Art theme of “Discovery”, as agreed with Ebbsfleet Development Corporation (EDC), the Entrances sub-theme is “Discovering the Whitecliffes”.  In summary the Brief for the artists was to:

Embody and express the white cliffs – the most distinctive feature of the site:- juxtaposed next to the flat blue water; in a simple dramatic way to further complement and enhance the public realm at these two key entrance spaces to the site.

The EDC Landscape Character Overview guidance was included in the Brief package, as well as the New Rules for Art, and the importance of the EDC Vision of healthy lifestyles.

We’ve been excited to have had many nationally prominent artists interested in developing proposals for this important site, but had to whittle it down to just three to develop detailed proposals.  Here are final three – click on their names to see their proposals:

A Consultation Event took place outside Castle Hill Community Centre on Saturday 12 September.  

Local people chatted with us about the public art and let us know their favourite pieces but we’re keen to get as much feedback as possible.

 In terms of next steps, once the preferred Proposal has been selected, it will then need Planning Approval, before the artist is then commissioned to make the artwork.  During the fabrication stage, the artists will also lead local workshops to help share their skills with the local creative sector; and engage and inspire upcoming future artists.

Development of Phase 2 Ashmere (Western Village), Eastern Quarry, Ebbsfleet

Countryside Clarion (Eastern Quarry) LLP are developing the second phase of Ashmere (Western Village), located to the east of the B255, and adjacent to the first phase which has already been submitted to the Council.

You may be aware that the Ebbsfleet Development Corporation granted outline permission for up to 6,250 dwellings across Ashmere and Alkerden in March 2018. An Area Master Plan for both sites was approved in June 2019. As with the first phase of Ashmere, we have been working closely with the Ebbsfleet Development Corporation to progress the detailed proposals for Phase 2, and would like to obtain your input prior to the formal submission of the Reserved Matters later this year.

Phase 2 comprises of 226 residential dwellings, ranging from 1 bed apartments to larger 4 bedroom family houses. New homes offer a range of Affordable Rented, Shared Ownership and Private Sale dwellings. At the heart of the proposal is a new Neighbourhood Green.

Many of you will have received an invitation to view our proposals at a public exhibition planned for Thursday 19th March. In light of announcements from the Government concerning the outbreak of the Coronavirus, and in line with current Ebbsfleet Development Corporation advice, we took the decision to cancel our public consultation. The restoration and re-use of Alkerden Barn has been a key concern for residents so the planning consultation held in December 2019 was a good opportunity for people to view the plans.  The consultation covered the emerging proposals for Alkerden Barn, the park, potential future uses and overall design.
